The Presidency of Migration Management has put “Migration Consultancy Vehicles” into service in order to ensure that foreigners and international students can access public services from their locations and to facilitate their administrative procedures.

The “Migration Consultancy Vehicles Promotion Program”, organized by the Presidency of Migration Management of the Ministry of Interior, was held at the İstanbul University Campus.

The program was attended by Deputy Minister of Interior Dr. Mehmet Cangir, Governor of İstanbul Davut Gül, President of Migration Management Muhammet Selami Yazıcı, General Director of Harmonization and Communication Ahmet Dalkıran, General Director of Combating Irregular Migration and Removal Affairs Ahmet Küçükikiz, İstanbul Provincial Director of Migration Management Hüseyin Kemal İlday and Rector of İstanbul University Bülent Zülfikar.

Deputy Minister of Interior Dr. Mehmet Cangir stated that they were pleased to implement a new practice on the historical campus of İstanbul University.

Stating that there are 375 mobile migration vehicles actively used in the combat against irregular migration, Deputy Minister Cangir used the following expressions: “We have been striving for a while to use some of these vehicles more effectively and efficiently in necessary areas related to regular migration, without compromising at all on the combat against irregular migration. Now, taking into account the university enrollment period, we have converted some of these mobile migration vehicles into consultancy vehicles to facilitate the procedures of our international students. We have deployed them on our university campuses or at nearby locations deemed appropriate by our rectors.”

International students will be able to carry out all their transactions in the mobile migration vehicles

Deputy Minister of Interior Mehmet Cangir stated that international students studying in Türkiye were previously able to carry out all their residence permit transactions at universities without needing to go to the Provincial Directorate of Migration Management, but they still had to visit the provincial directorate for procedures such as fingerprinting and address registration.

Deputy Minister of Interior Dr. Mehmet Cangir stated the following during the program:

 “From now on, the address registration and fingerprinting of international students will be carried out through these vehicles. Thus, they will not need to come to our provincial directorates of migration management at all. In this way, we will both facilitate the procedures of our international students and ensure that they can access services more easily, and we will reduce the workload of our directorates of migration management. As you know, our esteemed President of the Republic has set a target for us to reach the milestone of 1 million international students, as he has stated before. The Council of Higher Education (YÖK) is working hard for this. Our universities are making individual efforts on their own. And as the Presidency of Migration Management, we are striving to fulfill our duties in this field.”

Stating that 42 vehicles have entered into service in 10 provinces in the first phase, Deputy Minister Mehmet Cangir expressed that their number will increase over time.

Details Regarding the Implementation

The Presidency of Migration Management is putting migration consultancy vehicles into service to ensure that foreigners and international students can access migration services more quickly, easily, and accessibly.

Within the scope of the new service model, while a portion of the vehicles in the “Mobile Migration Point” implementation which has reached a field capacity of 375 vehicles across 81 provinces, are being converted into migration consultancy vehicles, the other mobile migration vehicles will continue their efforts to combat irregular migration.

Aimed at providing migration services more effectively in the field, the practice targets enabling foreigners and international students to access services such as address registration, fingerprinting, information, consultancy, and guidance right where they are, and to complete their administrative procedures more easily and quickly.

Initially, 42 Migration Consultancy Vehicles will provide services at universities in 10 provinces, namely İstanbul, Ankara, İzmir, Sakarya, Eskişehir, Antalya, Bursa, Konya, Karabük, and Kütahya.

It is targeted to expand the implementation in subsequent phases and reach 75 vehicles across 40 provinces by the end of the year.

The transactions and procedures of foreigners who experience difficulty in accessing service points—such as the elderly, individuals with disabilities, or those with severe illnesses—will also be able to be carried out at their current addresses, if deemed necessary. Thus, it is aimed to deliver public services directly to the locations where individuals are, when needed.

 The migration consultancy vehicles will work in coordination with the Foreigners Communication Center (YİMER) 157, particularly through its services dedicated to international students.
